'THE MANCHESTER STEAM USERS’ _L ASSOCIATION.—The ANNUAL GENERAL MEETING of this Association was held at the Town Hall. Manchester, on Tuesday. March 29, Sir William I'airbairn, Bart, LL.D.. F.R.S.,&c., in the chair, when the following resolutions were adopted:— Moved by the Chairman, seconded by Jabez Johnson, Esq., Bolton, supported by James Petrie, Esq., Rochdale, and unanimously re solved—That the Report of the Committee of Management to the Sub scribers be adopted. Moved by Thomas Scholfield. Esq., Manchester, seconded by William Richardson, Ksq.. Oldham, supported by Samuel Rigby, Esq., Warrington, and unanimously resolved—That this meeting hear® with concent that as mauy as fifty boiler explosions continue to occur on an average every year throughout the country, killing abottt seventy-five people,in spite of the exertions of this Association, and the immunity of its own members, that immunity showing that all that is needed for the prevention of explosions is the adoption of periodical inspection. Further, this meeting approves the steps the Committee took during the past year with a view of obtaining more competent evidence and more truthful and plain-spoken verdicts at Coroners' inquests consequent on boiler explosions, and considers that the accomplishment of this would be attended with much good. From the action, however, taken in Parliament last year, as well as in the present one, this meeting cannot but conclude that public opinion is increasingly in favour of some more Stringent measure of Governmental interference,! ensuring the more general adoption of periodical inspection. This meeting, however, regards any system of Governmental inspection with considerable apprehension,and there fore requests and instructs the Committee of Management to give this subject their fullest consideration during the coming year, to watch all Parliamentary proceedings with regard to it, and to take such steps a»they may cousider ca'culated to diminish the present lamentable loss of life from boiler explosions, and nt the same time to protect steam users from harassing Governmental interference.
